" A person commits the offense of pandering when he or she solicits a person to perform an act of prostitution in his or her own behalf or in behalf of a third person or when he or she knowingly assembles persons at a fixed place for the purpose of being solicited by others to perform an act of prostitution. " Based on this, pandering applies to the mamasan and for the monger.
So is a happy ending an act of prostitution? If so, then this law will criminalize HE while they decriminalize drug use and shoplifting. Brillant!!

It looks like SB 36 passed the GA House on 28 March. Proposals include increased penalties for pimping and pandering that make the first offense a felony.

What I don't know is if the bill has to go back to the GA senate or to the governor, either case would just be the issue of time, as I am certain it won't be voted down. I think Texas passed something similar a while ago. It's interesting that paying for sex is legal in at least one state and will be felonies in two. I just hope that someone with deep pockets (like Robert Kraft) gets dinged and has the means for a constitutional challenge of criminalizing moral crimes.
If anyone has expert or first hand expert knowledge (talked to a lawyer) I would be interested to know:
When this law will take effect, assuming 1 Jan 25 but just a guess.
Why John's are arrested for solicitation not pandering during stings and what the difference is.

On March, 21 FBI agents and police were outside both locations in Roswell, where they conducted what an FBI spokesperson had described in an email to the Roswell Daily Record as a "court-authorized law enforcement activity. " Because of the ongoing nature of the investigation, the spokesperson declined to comment further at the time.
According to the criminal complaint, the arrests came after a nine-month investigation of the parlors. Between June 2023 and February 2024, undercover officers and agents posing as customers went to each location.
Typically, the officers and agents would be greeted by Asian women in lingerie. The officers would pay $60 for massages. The women would then allegedly agree to engage in sexual activity with the officers for an additional fee of between $140 and $200.
